Abstract

“The responsibility to protect” is a principle in modern international relations. This principle was created to prevent genocide, war crimes, ethnic cleansing and crimes against humanity. Libya is the first case where the United Nations implemented the "Duty to Protect" in practice. With Resolution 1973 and the NATO-led "Unity Defender" military operation, "Responsibility to Protect" is expected to help the international community prevent crimes against civilians in the conflict in Libya (2011). However, in reality, the implementation of the responsibility to protect Libya still faces many challenges that need to be discussed. Within the scope of this study, the author will focus on clarifying the history of the principle of "Responsibility to protect" and the process of implementing the responsibility to protect in the case of Libya. Accordingly, it evaluates the results and impacts of the deployment of protection responsibility for Libya and the Middle East region.
