On September 2, 1945, following the success of the August Revolution, at Ba Đình Square in Hanoi, President Hồ Chí Minh, on behalf of the Provisional Government, proclaimed the Declaration of Independence before the Vietnamese people and the world, announcing the establishment of the Democratic Republic of Vietnam and affirming that “the entire Vietnamese people are determined to mobilize all their spirit and strength, their lives and property, to safeguard this freedom and independence.” However, at that moment, the government of the Democratic Republic of Vietnam had not yet constituted a fully developed legal state and had not been recognized by any country in the world. The establishment of the First National Assembly of the Democratic Republic of Vietnam and its activities over a fourteen-year period gave concrete realization to the national Oath of Independence by completing the legal foundations of the state. At the same time, it accompanied the nation in successfully conducting the resistance war against French colonialism and in preparing the necessary conditions for transitioning the country into a new era - the period of socialist construction and the struggle for national reunification.
