Abstract
Using governmental reports, documents on the land system in Southern Vietnam, archival materials and published magazines in Southern Vietnam, and published works, this paper examines the management of local land in Southern Vietnam from the late 19th century to 1939, including issues of land possessions (private and public lands) and the role of commune association (huong hoi) in land-management. This paper also places particular interest in the changes in land management, such as implementing land-possession certificates (issued in 1925 and implemented in 1927). The move marked a tremendous evolution of land management in Southern Vietnam.
